On the other hand the Emigration Officer's Certificate, the Passenger List, and the Certificate of the Commander (Copies of which accompany this Despatch) show that only 292 Emigrants left this Port in the "Royal George", and the Government Surveyors report, also transmitted, states that allowing 12 superficial feet for each adult the vessel was legally entitled to carry 295 Passengers, but further gives the total space on deck available for exercise at 2,508 superficial feet, being at the rate of more than 8 feet 7 inches superficial measurement for every Emigrant cleared.

The discrepancies between the two statements may therefore for convenience be classed under three heads -
1stly the number carried,
2ndly the space available between decks for sleeping,
3rdly the space on upper decks available for exercise, and I beg leave to offer a few observations upon each.
6. As regards the discrepancy in the number stated to have sailed, I should observe in justice to an absent Officer that Mr Englis bears a high reputation here for performing with scrupulous correctness and exactness
